Tools that use Instagram's official API, like the four here, are allowed: you connect on Instagram's own login screen and they only reply to people who reached out first. Tools that ask for your password to auto-follow, auto-like or cold-DM break Instagram's terms and put your account at risk.
Start with how each one bills. If you send many DMs to a modest audience, a DM-based plan can be cheapest; if you talk to many people, compare contact-based plans at your monthly number. Then check the features on the plan you'd actually use, especially public comment replies, flows and seats.
